Manitoba volunteers go to war against Red River flooding

Over 1,600 volunteers registered to help build approximately 65,000 of the 500,000 sandbags to create dikes 20.5 feet (6.2 meters) high to protect the City of Winnipeg, Manitoba in the war against the Red River of the North flood.

700 volunteers answered at the rural municipality of St. Andrews alone. Once sandbags are filled for West St. Paul, St. Andrews, and Selkirk, then frozen culverts must be cleared.

The height of the river is expected to be Thursday, and predictions are that it will be less than Flood of the Century of 1997. There is no precipitation in the forecast, and snow in the province should be melted by the end of the week.

“The fear right now is we have to get that ice out of the river. The Amphibex [Excavators] are still working and breaking the ice apart, and everyday we buy with the warm weather and the current, it is thinning the ice down a bit, so when it does start to move, the better chance it’ll move right out into the lake,” said Paul Guyder, the emergency coordinator for the RMs of St. Andrews and St. Clements.

“I feel that we’ve done everything humanly possible to get ready,” said Gary Doer, Premier of Manitoba, “But … there are fallibilities with human behaviour. We can take every preventative measure as human beings possible and we can still get Mother Nature proving again she is superior.”

Communities with ring diking will partially or fully close their dikes at the beginning of the week. Provincial officials are considering opening the Red River Floodway gates around mid-week before ice is fully melted.

Ice jams could cause flooding within the city, however opening the gates could spare neighbourhood flooding when the river rises to the estimated 6.3 meters (20.7 feet) height. The province does have back up plans for dealing with ice jams within the city if they do occur. The unpredictability of ice jams and the ensuing water level rise may cause neighbourhood flooding. The city is raising dikes where the river has jammed with ice in the past such as on tight curves and past bridges. Likewise there are excavators and backhoes positioned at these points.

Vulnerable neighbourhoods on the river banks have been reinforced with sandbag dikes at vulnerable areas from the massive volunteer effort over the weekend. Guyader feels no more extra volunteers are needed, however volunteers are still being asked to leave their names and number in case of unpredicted need. Existing personnel will assess roads, and help with clean up.

Approximately 400 of the 800 people who evacuated the Roseau River Anishinabe First Nation have returned to their homes.

Former Premier, Dufferin Roblin, brought forward the floodway as a protection for Winnipeg residents and economy following the 1950 Red River Flood. The Red River floodway, “Duff’s Ditch” was finally finished in 1968, and its floodway gates have been opened 20 times saving Winnipeg from an estimated CA$10 billion in damages. The floodway expansion began in 2005 at a price of $665 million.

Polish and Chinese experts have come to survey the Red River Floodway, and Dennis Walaker, mayor of Fargo, North Dakota recognises the need for Red River flood defences down river. “Every town that you drive by from the Canadian line up to Winnipeg is either elevated or ring-diked,” said Walaker.

“No H5N1 virus” found in blood tests of suspected human Bird Flu cluster

Preliminary tests performed on samples taken from six villagers in the Kabanjahe District of Sumatra in Indonesia have tested negative for the deadly H5N1 Avian Flu virus.

“Investigations by the ministry of health lab and Namru, too, on August 2 and 3 on all specimens collected from the suspected cases in Kabanjahe district came up negative,” said Indonesia’s health minister, Siti Fadilah Supari.

Final test results are expected in at least seven days from the Center for Disease Control (CDC) in Atlanta, Georgia. “The World Health Organization (WHO) requires human samples to be sent to one of WHO’s six collaborative centres. So, we only need to send them to CDC Atlanta as it has worked with the U.S. NAMRU-2 lab here,” added Supari.

Supari also stated that all individuals are suffering from the “common flu.”

Rokot launches three Gonets satellites

Three Gonets satellites have been launched by the Russian Space Forces atop a Ukranian-built Rokot carrier rocket. Lift-off, from site 133 at the Plesetsk Cosmodrome in Northern Russia, occurred at 15:20:09 GMT this afternoon.

The three Gonets satellites will be used to provide store-dump communication services. This is the second launch of modernised Gonets-D1M satellites. They will be operated by Gonets SatCom, an organisation which was previously part of the Russian Federal Space Agency, but which was privatised in 1996. Whilst Gonets is a civilian system, it has been reported that these satellites will also be used for military applications. Reports have suggested that the satellites have received military designations of Kosmos-2437, 2438 and 2439 under the Kosmos system. Such designations have previously been assigned to, and in some cases later removed from, civilian satellites.

A small technology demonstration satellite, Yubileiny, was also launched. It was built to celebrate the 50th anniversary of the launch of Sputnik 1, and will be operated by NPO PM. It will broadcast audio and visual programmes on amateur radio frequencies, detailing the history of the space programmes of Russia and the Soviet Union, as well as signals imitating those of Sputnik 1.

The Rokot is a small carrier rocket derived from the UR-100 missile. Its upper stage, the Briz-KM, is a scaled-down version of the Briz-M upper stage used on Proton rockets. This is the first launch of a Briz upper stage of either type since the failure of a Briz-M during a March Proton launch, which left the AMC-14 satellite stranded in Medium Earth orbit.

This is the 25th orbital launch of 2008 in spaceflight, and the 13th launch of a Rokot. The next Rokot launch is scheduled for early-mid September, with the GOCE satellite for the European Space Agency.

Ozzy Osbourne’s personal possessions fetch $800,000 for charity

American heavy metal performer Ozzy Osbourne, who became famous as the lead vocalist for Black Sabbath and later as a solo act, has raised more than US$800,000 for The Sharon Osbourne Colon Cancer Program, founded by his spouse Sharon Osbourne at the Cedars Sinai Hospital, by auctioning off personal items.

A number of the items that he auctioned off over the two day period have been seen on his reality TV show The Osbournes, which featured home life with Sharon, Ozzy and their two children. Amongst some of the higher-priced items were a carved walnut Victorian-style custom built pool table which raised $11,250, a painting from Edourad Drouot which fetched $10,500, a pair of Ozzy’s famous round glasses which raised $5,250 and a dog bed given to Sharon by Elton John which sold for $2,375.

Some more famous items were also amongst the 500 lots offered. Ozzy’s black satin coat, complete with bat-wing cape, raised $3,300 and a hand-painted floral cup used regularly on The Osbournes made $1,625. A bronze plaque of a demon’s head that was regularly seen in its position adorning the front door of their house had been expected to go for $800 to $1,200instead raised $8,750. A wire model of the Eiffel Tower from on the kitchen table sold for $10,000, while skull-covered trainers Ozzy had worn reached $2,625. Bidders came from as far away as Germany to buy what they could from his mansion in Beverly Hills, California.

However, three cars included in the auction failed to attract bidders and did not sell. They were a 2006 Bentley Continental Flying Spur, estimated at $160,000 to $180,000, a 2005 Cadillac CTS-V sedan estimated at $30,000 to $40,000 and a 1950 Oldsmobile Futuramic 88 Club Coupe previously owned by author Danielle Steel estimated at $40,000 to $50,000. Sharon had earlier said of the cars “We’re not great car people. They really don’t do a lot for us.

Darren Julien, president of Julien’s Auctions, which organised the two-day sale, said “It did very well. It raised some good money for a very worthy cause.”

“For a celebrity garage sale, it was pretty spectacular.,” he went on. He also commented on the fact that there was fierce competition for the many artworks included. “We had Ozzy fans bidding against these sophisticated fine art buyers, which you don’t see every day. For the most part the metalheads were outbidding the art crowd.”

2012 Olympics clash with Ramadan

Muslim groups from across the world are criticising the organisers of the 2012 Olympics in London after it was revealed that the games will take place over Ramadan. The most holy month in the Muslim calendar, which will take place from the 21 July to 20 August in 2012, involves fasting during daylight hours and will affect an estimated 3,000 athletes.

Joanna Manning Cooper, spokesman for the games said: “We did know about it when we submitted our bid and we have always believed that we could find ways to accommodate it.”Nevertheless, this will come as a huge embarrassment for the organisers who have tried to ensure the event involve all of Britain’s ethnic communities.A quarter of the athletes who took part in the 2004 Athens Olympics were from predominantly Muslim countries and the fast will put any athletes involved at a clear disadvantage.

The chairman of the Islamic Human Rights Commission, Massoud Shadjared said: “This is going to disadvantage the athletes and alienate the Asian communities by saying they don’t matter. It’s not only going to affect the participants, it’s going to affect all the people who want to watch the games.”

The president of the National Olympic Committee of Turkey, Togay Bayalti, said: “This will be difficult for Muslim athletes. They don’t have to observe Ramadan if they are doing sport and travelling but they will have to decide whether it is important to them. “It would be nice for the friendship of the Games if they had chosen a different date.”

The games will run from the 27 July to 12 August to coincide with the British Summer holidays. The summer holidays are a six week period running from mid July to early September. During this time, public transportation is generally less crowded and it will be easier to find the 70,000 volunteers needed to keep the games running. The International Olympics Committee has specified that the games must take place between July 15 to August 31. Giselle Davies, IOC spokesperson said, “We give a window to the five bid cities. The host city selects the dates within that window.”

The organisers are working with the Muslim Council of Great Britain to find ways around the problem.

Baby falls from third floor window and survives

On Thursday, November 22, Thanksgiving Day, Bradley Priebe, a one-year-old baby boy fell from a third floor apartment window in New York City, New York. He has now been allowed to leave the hospital after staying overnight for observation. According to reports, the child sustained no serious injures from the fall and is in stable condition.

Anna Priebe, the baby’s mother says that it is “a miracle” that her son did not break any bones. Brandon, the father, says that the boy is doing “good. Everything’s OK.”

Bradley crawled out of the window and fell onto the roof of a Bronx music shop. The window was nearly 20 feet from the ground. The family thought the window was closed.

Police say that there is no reason to suspect that the incident is a criminal action, and no charges have been filed against the parents.

EU, US declare intent to cooperate on climate change at summit

A European Union-United States summit held in Slovenia produced a draft declaration outlining the groups’ future cooperation on climate change, energy security and financial stability. Yesterday was the final day of the summit, the last EU-US summit that US President George W. Bush will attend in his current role.

Hopes of a major breakthrough on the topic of climate change were low going into the summit. The foreign minister of Slovenia, Dimitrij Rupel, commented last week that, “on climate change, the positions are split.” Members of the 27-nation EU have regularly expressed their dissatisfaction with the US for not having ratified the Kyoto Protocol, an agreement with binding greenhouse gas emissions targets. Doubts about the summit’s efficacy were not misplaced, as no firm targets were set for actions on climate change.

The EU and US agreed to cooperate increasingly in science and technology research for energy and climate change purposes, including carbon capture and storage, and hydrogen fuel cells. The EU reaffirmed its commitments as per the Kyoto Protocol, but the US restated that developing countries such as China and India must be made to sign up to such global agreements before it will sign on.

Steps to secure energy sources for the future were also discussed. Promoting the creation of multiple pipelines to supply more natural gas to Europe was determined a priority, despite the fact that this would encourage an increase in emissions from gas use.

Bush commented in a follow-up news conference: “I think we can get a global agreement on climate change during my presidency – just so you know.”

Rescue efforts underway after China earthquake

Humanitarian aid groups and Chinese military forces are beginning rescue operations in western China after a heavy 7.1 magnitude earthquake struck the region on Wednesday, that reportedly killed over 600 people and injured almost ten thousand.

The quake, which was centered around the remote town of Yushu, was largely destroyed by the heavy temblor, which occurred early in the morning as residents were waking up. The official death toll stands at 617, while 9,980 more were injured and an additional 313 reported as missing. The Chinese ministry of civil affairs reports that 15,000 houses had collapsed and 100,000 people – almost the entire population in the area – remain without homes.

The plateau where the earthquake hit is frequently visited by tremors; however, there are rarely many casualties due to its remoteness and small population. However, in May 2008 a heavy 8.0 magnitude earthquake struck near Sichuan foothills, killing 80,000 people.

Rescue efforts are underway, but impeded due to the area’s remoteness and landslides, which have blocked many roads in the area. Also a factor is the high altitude at which the area is located – about 4,000 metres above sea level (13,000 feet) – which could adversely affect rescue crews not used to being in such thin air. Sniffer dogs, for instance, who aren’t accustomed to working at high sea levels, could have a harder time detecting living people buried beneath rubble.

Power and telephone lines were also downed by the temblor, affecting communication, although the authorities commented that electricity and phone links have been repaired to tens of towns.

China’s state media reports that troops garrisoned in the Yushu county, with help from locals, have already rescued over a thousand people buried beneath debris.

Residents and troops garrisoned in the Yushu county have managed to pull out more than 1,000 people alive, according to Chinese state media. They are using shovels and bare hands.

Further exacerbating the situation is the weather: temperatures are freezing, and meteorologists predict sleet and wind to come within the next few days. Many people were forced to sleep outdoors, protecting themselves from the cold in blankets, or spending the night in vehicles.

Pierre Deve for the non-governmental organisation Snowland Service Group, was present in Yushu. He described the damage to Times Online, saying: “There are corpses everywhere on the street. They don’t have time to deal with them. There is a real need for medicine, for food, for water and for doctors. People are terrified that there will be another earthquake. They are also afraid that a dam that has been cracked will burst and flood the town.”

A local doctor, Karma Sherab, also commented on the problems the area is facing: “Most of the hospitals have collapsed and others had become dangerous. The only thing we can do is to clean the wounds in a simple way or simply amputate instead of curing.”

Chinese president Hu Jintao, meanwhile, said that he would be dispatching over 5,000 rescuers and soldiers to the scene of the disaster; the government has pledged over US$29 million worth of aid. Hu described the quake as being a “huge calamity”. He is also shortening his visit to a summit in Brazil to return to his country. “That is why I decided to bring forward my return to China,” he said from Brasilia.

Premier Wen Jiabao has visited Yushu to oversee relief work; he decided to delay a visit to southeastern Asia due to the disaster. “As long as there is the slightest hope, we will make efforts that are 100-fold. Your disaster is our disaster, your suffering is our suffering.”

The head of China’s disaster relief department, Zou Ming, says that 120,000 articles of clothing, 120,000 quilts, food, and close to 40,000 tents were to be sent to the disaster zone; he encouraged people to donate money to assist in longer-term relief work.

Meanwhile, some foreign countries have offered financial help; among them is Japan, which has pledged over one million dollars to disaster victims. The United States also said it is “ready to assist” if China requests international aid.
