The researchers tested the treatments on 497 newborns (72 hours old or less) and preterm babies (less than 33 weeks gestation) between 1998 and 2003 in Bangladesh.

They applied the treatments to the entire body besides the scalp and face three times daily for the first 14 days and then twice daily until discharge.

Babies treated with sunflower oil were found 41% less likely to develop infections than controls.

“Evidence is emerging that the skin is much more important as a barrier to infection than previously recognized, particularly in preterm infants whose skin is underdeveloped,” says Darmstadt. “The good news is that treatment is available to strengthen the function of the skin as a barrier in these vulnerable newborns.”

Irish rock band The Cranberries’ lead singer Dolores O’Riordan dies at 46

On Monday, 46-year-old Dolores O’Riordan, lead singer of Irish rock band The Cranberries, was found dead, her publicist Lindsey Holmes confirmed; reports suggested she was found in her room at the London Hilton on Park Lane hotel. O’Riordan’s agent said she was in London, England, for a recording session. According to the police, her death was considered “unexplained” and no cause of death disclosed, though it was to be investigated.

Later one of the richest women of Ireland, O’Riordan joined the rock band, then known as “the Cranberry Saw Us”, as a teenager around 1989, after Niall Quinn had left the band. Also featuring drummer Fergal Lawler, bassist Mike Hogan and his brother Noel Hogan, the lead guitarist, the band released their first album Everybody Else Is Doing It, So Why Can’t We? in 1993. The debut album featuring single Linger was an international success. The band went on to release six more albums featuring O’Riordan’s voice, including Something Else, which was released last year.

A year later, in 1994, the band released their second studio album, No Need to Argue, which featured the song Zombie, a song about bombings related to Northern Ireland. Zombie topped the singles charts in various countries. In the same year, O’Riordan married Don Burton, sometime manager of the Duran Duran band. Their third album, To the Faithful Departed, was released in 1996. The album did not receive the acclamation of the first two.

In 2003, the band split, and it was reunited in 2009. During those six years, O’Riordan released two solo albums — Are You Listening? in 2007 and No Baggage in 2009. 2012’s Roses was the first album The Cranberries released after reunification.

Last year, O’Riordan revealed through London’s Metro newspaper she had been diagnosed with bipolar disorder. She also spoke of suffering from depression to The Irish News. In 2014, the singer was involved in assaulting a flight attendant and three police officials on a flight from New York, US to Ireland. She was fined €6000 (US$6600) after she pleaded guilty; medical reports said she suffered from mental illness during that incident. Last year, the band’s tour to North America and Europe for Something Else was cancelled partway through as O’Riordan suffered from a back problem.

After announcement of O’Riordan’s death, Irish prime minister Leo Varadkar tweeted, “For anyone who grew up in Ireland in the 1990s, Dolores O’Riordan was the voice of a generation. As the female lead singer of a hugely successful rock band, she blazed a trail and might just have been Limerick’s greatest ever rock star. RIP.”

The official twitter handle of The Cranberries posted a tweet saying, “We are devastated on the passing of our friend Dolores. She was an extraordinary talent and we feel very privileged to have been part of her life from 1989 when we started the Cranberries. The world has lost a true artist today.”

Born on September 6, 1971 in Ballybricken, a town in southeastern Ireland, O’Riordan had six older siblings. She wrote songs since the age of twelve. James Walton, a priest from her home area, said, “The plan is for her to be buried here at home. When that will be will depend on when her body is released.”

Dolores O’Riordan is survived by three children and ex-husband Don Burton.

Australians missing out on full sports coverage, media outlets say

Major media outlets have told an Australian senate committee on environment, communications and the arts that Australians are being denied full coverage of sporting events.

They have told the inquiry that major sporting organisations are restricting how photos and text can be used on the internet and other digital media, which is threatening the reporting of sport as news.

Sporting organisations have hit back saying that such online content is a big money earner for them. They say that the money earned from those rights gets invested in grassroots programs.

Australian Associated Press asked the committee to recommend legislation guaranteeing the right of news media cover major sporting events.

“AAP reporting and photography are the lifeblood of news for regional and rural newspapers across the country,” Fairfax Media, publisher of The Sydney Morning Herald, The Age and a number of regional papers, said in its submission. “Millions of Australians are being prevented from receiving full AAP coverage of major sporting events. When photographs of sport events are privatised, all forms of journalism are vulnerable to such restrictions.”

“AAP believes that the most effective way to protect the public interest in receiving news about sporting and related events is to have a legislated provision for right of access for news media,” AAP’s submission says.

The Australian Football League, in its submission, also argued for legislative amendments, but to the Copyright Act. Their recommendations would see the use of audio-visual, photographic and audio media restricted in the digital domain.

“To avoid protracted disputes with media organisations and to ensure a minimum standard of protection across digital sports news reporting in Australia, AFL believes that the best means of introducing these restrictions is by way of amendments to the Copyright Act or a mandatory industry code,” the AFL’s submission said.

Wikinews asked the AFL, Football Federation Australia and the Sunshine Coast Daily for comment. The AFL refused to comment until after their submission was formally made to the committee.

China-EU financial relations are growing

Chinese President Hu Jintao met with the European Union’s leaders Jose Manuel Barroso and Fredrik Reinfeldt in Nanjing, Jiangsu Province, China. The EU leaders were in China to attend Monday’s twelfth China-European Union (EU) summit. Barroso said China-EU relations are “more mature, deeper” then before.

China-EU trading relations have grown over the last 35 years. The volume of trade between the pair reached US$425.58 billion in 2008, an increase of 19.5% over the prior year. Bilateral relations are far closer now than in previous years.

Swedish Prime Minister, Fredrik Reinfeldt, said the Lisbon Treaty would help strengthen EU-China relations. Summit attendees also talked about nuclear non-proliferation, disarmament, human rights, climate change, combating financial crisis and financial investments.

Before the twelfth China-EU summit, Chinese Premier Wen Jiabao met with EU delegates in Nanjing, and the trading partners celebrated the 35th anniversary of diplomatic relations.

CPSC, ATF warn of dangers of fireworks over US Independence Day celebrations

Last week, U.S. Consumer Product Safety Commission (CPSC) held a press conference on the National Mall in Washington, DC, warning consumers of the dangers of fireworks, and advising them of safe handling. They were joined by representatives from the the Bureau of Alcohol, Tobacco and Firearms (ATF); Federal Emergency Management Agency (FEMA); the U.S. Customs and Border Protection (CBP); and other national safety agencies. Fireworks are often used to celebrate the United States’ July 4, 1776 independence from Great Britain. The Fourth of July is a time when many US families get together to celebrate, by holding reunions, picnics, barbecues, baseball games and firework displays; however, celebrations often turn sour due to injury or even death, caused by the mishandling of fireworks. In 2009, nearly 19,000 fireworks-related injuries were treated in hospitals, doctors’ offices and clinics all over the country. Around 9,000 of those were to children aged under 18, and 6,000 occurred during the 30 days surrounding Independence Day.

CPSC chairman, Inez Tenenbaum, said that burns and cuts to limbs, the face and head were the most common injuries, and over half of them were due to firecrackers, rockets and sparklers. The agencies were joined at the news conference by Jason Henderson, who was injured in 2007 after building home-made fireworks. He had found instructions online detailing how to build M-80-style fireworks, and after purchasing the chemicals, began assembling them; however, the mixture exploded which resulted in him losing both hands and his right eye, and shrapnel caused multiple lacerations and puncture wounds to his entire body. “Don’t be the show, go and enjoy the show. I want to get people to move away from putting on their own displays and just go and enjoy the free shows. I mean they are free,” Henderson said. “You might as well take advantage of them while they are there. You can spend time with your family instead of being the one to light them and taking that risk.” Henderson also appears in a public-service announcement recently released by the ATF to YouTube, that shows how he has now been fitted with bionic arms.

Agencies recommend attending community fireworks shows held by city or county officials, which are held in a more controlled and professional environment. Additionally, many jurisdictions outlaw either all fireworks, or certain types, such as rockets and firecrackers.

Fireworks increase demands on fire departments and personnel at this time of year, acting U.S. Fire Administrator Glenn Gaines noted. “Four firefighters [have been killed] as a result of illegal fireworks. Calls to EMS [Emergency Medical Services] and fire departments increased as individuals continue to be injured and burned.” The dry weather and heat that many areas are experiencing also elevate the risk of brush and structure fires. The National Fire Protection Association said that over 22,500 fires started from fireworks in 2008.

Consumers who do purchase fireworks are encouraged to follow the following common sense rules: always read and follow directions; always supervise older children and teenagers if they are permitted to use fireworks; never allow young children to play with or ignite fireworks, child-friendly sparklers and “party-poppers” are a fun and safe alternative for them; keep animals inside or well away from the fireworks, the noise will often scare them; never light any fireworks inside buildings; light fireworks on a smooth, flat surface away from houses, dry leaves, and flammable materials; never ignite fireworks in metal or glass containers; light one firework at a time; move away to a safe distance immediately after lighting a firework; never return to a firework that has not ignited properly; never throw fireworks at another person, animal, or property; do not consume alcohol when using fireworks; keep a bucket of water or a hose in close proximity in case of fire, dispose of use fireworks in the bucket of water; buy from reliable dealers; only use legal fireworks; and follow the laws of your jurisdiction.

US Senate panel approves healthcare reform bill

The United States Senate Committee on Finance approved a proposal to reform health care on Tuesday, clearing it to move forward. The bill passed by a 14-9 vote, gaining support from the committee’s thirteen Democrats, and one Republican.

Senator Olympia Snowe was the only senator from the Republican party to back the bill. However, she said this might change as the bill moves through Congress.

President Barack Obama, who supports the bill as part of his effort to overhaul the country’s health care system, welcomed the committee’s vote. “We are closer than ever before to passing healthcare reform but we are not there yet. Now is not the time to pat ourselves on the back – now is the time to dig in further and get this done. In this final phase we should engage with each other with civility and seriousness that has brought us this far and that this subject deserves.”

The bill, which contains a ten-year plan with an estimated cost of US$829 billion, is aimed at lowering healthcare costs and increasing the affordability of insurance. Proponents will now seek to merge it with another bill from the Senate Committee on Health, Education, Labor and Pensions. Senate Finance Chairman Max Baucus emphasized, “Americans want us to craft a package that will get the 60 votes needed to pass.” He argued that the Finance bill was the best candidate to attract needed the centrist support.

Critics, however, have said that the proposed plan is too costly, and will cause the government to interfere too much into the private healthcare sector.

“We can now see clearly that the bill continues its march leftward,” said the senior Republican on the committee, Senator Charles Grassley. “This bill is already moving on a slippery slope to more government control of healthcare.”

Bush to Propose Major Overhaul of Social Security Benefits

Republicans and lobbyists close to President George W. Bush have reported that the White House will propose changing the formula for establishing initial Social Security benefit levels in order to cut guaranteed expenditures on future retirees, according to today’s Washington Post. The Social Security Administration would no longer use the increase in wages over a worker’s lifetime to calculate retirees’ first-year benefits but would use inflation rates instead. The new “price indexing” formula will reduce individual benefits and overall Social Security outlays because the inflation rate typically is much lower than the rise in wages. The full impact of the change will be felt in the middle of the century.

The Bush Administration proposal, which will be offered to Congress in February or March 2005, is part of an overall Social Security reform package that also would create “personal investment accounts” into which individual taxpayers could divert part of their payroll taxes. The White House believes that the shortfall in benefits created by the adoption of price indexing would be made up by capital gains from the stocks and bonds held by individual taxpayers in their personal investment accounts.

The move is akin to the private sector’s migration from defined benefit retirement plans to defined contribution benefit plans such as 401(k)s as almost half of a worker’s benefits will not be guaranteed by the year 2075. President Bush will support the move to price indexing for calculating initial benefits by pointing out that it was the approach recommended by his 2001 Commission to Strengthen Social Security.

Benefits currently are calculated by averaging a worker’s earnings in their 35 highest-paid years and adjusting earnings to factor in cost of living standards at the worker’s retirement age. Under the Bush proposal, rather than adjusting benefits on the basis of earnings growth, the calculation would be based on the increase in the consumer price index over those years.

The implementation of “price indexing” would cut future Social Security costs by trillions of dollars. However, the cuts in guaranteed benefits for middle-class and some high-income workers would be substantial: 9.9% for workers retiring in 2022, over 25% for workers retiring in 2042, and 46% for workers retiring in 2075.

Opponents of the price-indexing proposal point out that inflation-based calculations of benefits, by linking benefits to prices but not wage levels, would cut retirees out from future increases in living standards since it is wages and not prices that determine standards of living. While American Association of Retired Persons (AARP) Policy Director John Rother concedes that many of the arguments of opponents are valid, price indexing is inevitable and must be viewed in the context of President Bush’s total reform package.

Rother points out that Social Security benefits, which currently equal 42 percent of the earnings of an average worker retiring at age 65, would be reduced to 20% of pre-retirement earnings for future retirees, thus potentially freezing retirees into today’s standard of living. However, Rother says that price indexing has to be linked to Bush’s private investment accounts as income from the accounts give retirees the chance to make up the shortfalls.
