Wikinews interviews Jim Hedges, U.S. Prohibition Party presidential candidate

U.S. Prohibition Party presidential candidate Jim Hedges of Thompson Township, Pennsylvania took some time to answer a few questions about the Prohibition Party and his 2012 presidential campaign.

The Prohibition Party is the third oldest existing political party in the United States, having been established in 1869. It reached its height of popularity during the late 19th century. The party heavily supported the Eighteenth Amendment to the United States Constitution, which banned the sale of alcohol, and resulted in the US period known as Prohibition (1919–33). It was repealed in 1933. The party has declined since this period, but has continued to nominate candidates for the presidential election.

In 2003, the party split into two factions. Preacher Gene Amondson and perennial candidate Earl Dodge were nominated for the presidency by their respective factions. After Dodge’s death in 2007, the party reunified and named Amondson as its sole presidential nominee for 2008. During the election, Amondson was interviewed by Wikinews. He died in 2009, leaving an opening in the party for 2012.

Jim Hedges is a longtime Prohibition activist, who holds the distinction of the first individual of the 21st century (and the first since 1959) to be elected to a political office under the Prohibition Party banner. In 2001, he was elected as the Thompson Township tax assessor, and was re-elected to the post in 2005. He served until his term expired in 2010. Hedges declared his intent to run for the Prohibition Party presidential nomination on February 18, 2010. This marks his first run for the presidency.

HIV vaccine trial set to begin in South Africa

The first large-scale trial of a vaccine for HIV has been launched in South Africa. About 3,000 HIV-negative people will be administered the test vaccine MRKAd5 HIV-1 created by the pharmaceutical company Merck. The study will examine if the vaccine prevents infection or lowers HIV levels in those who do get infected.

A parallel study will also be conducted in the United States and South America, to compare the vaccine’s effectiveness on various strains of HIV. The vaccine’s functioning in a heterosexual population and its effectiveness among women will also be studied. Preliminary trials for the vaccine have been conducted in the Americas and Australia as well as in Africa.

AIDS is estimated to have killed 25 million people worldwide since 1981, and between 33 and 46 million more are estimated to be infected with HIV, more than half of them in Sub-Saharan Africa. Between three and six million people are thought to have been infected in 2005.

The trial, named the Phambili (“Going forward”) Trial, is being conducted by the International HIV Trials Network and the South African AIDS Vaccine Initiative (SAAVI).

The vaccine has been developed from an adenovirus, a type of virus that causes the common cold. The virus has been genetically engineered to prevent it from causing the flu or from passing on from person to person. Instead, three genes of the HIV virus have been introduced into the adenovirus. When the vaccine containing these genes is injected into the body, it is hoped that the body’s immune system will learn to recognise and kill cells that contain the vaccine, thereby also developing an immune response against the HIV virus, which also contains these three genes.

The three genes, called gag, pol and env contain information needed to make the structural proteins for the capsid, the “shell” of the HIV viron. The vaccine does not contain the remaining six HIV genes that cause HIV to infect cells, replicate and cause disease.

The vaccine does not contain any live HIV and therefore cannot cause any infection, SAAVI said in a press release, adding that the vaccine was found to be safe and produced an immune response against HIV in earlier trials.

SAAVI has expressed its commitment to the “highest level of preventive care” for those who take part in the trial, promising “extensive, state-of-the-art” counselling as well as some forms of medical care and for those taking part, through the duration of the trial.

The trial starts a week after a different trial, involving a microbicide gel called Ushercell was stopped after more women who used the gel were found to be infected compared to those who were given a dummy gel as placebo. Eleven previous trials of the gel had not shown any problems, the chief scientist for the trial in South Africa told Business Day.

The trial is expected to cost $35 million and SAAVI will be supported by Eskom and the South African government.

Australian government provides $15.8 million for North Adelaide Technical College

Australian Minister for Vocational Education and Training, Gary Hardgrave has announced the government will provide AU$15.8 million to establish an Australian Technical College in North Adelaide. The minister said the government was entering into a partnership with the Archdiocese of Adelaide and consortium of industrial and manufacturing companies.

The North Adelaide college will be located in Elizabeth and be operated as an independent non-government school. The college is one of 25 to be established across the country.

Enrolments at the college will begin in 2007 and will offer courses in areas where identified skills shortages exist in the North Adelaide region, specifically – engineering, construction, electronics and cooking.

Mr Hardgrave said that the proposed college had been popular among the North Adelaide business community. “This important initiative has been well received by North Adelaide business and industry, and will help to address skills needs and provide opportunities for those in greatest need, including a lot of Indigenous students in the region,” Mr Hardgrave said.

“The fact that this College is being led by local employers, local government and other key stakeholders, means it will be truly industry and community driven,” he said.

Australian Technical Colleges were established to cater for year 11 and 12 students who wish to do an apprenticeship as part of their school education.

The Australian Education Union has expressed a number of concerns about the model put forward by the government. In a report, they claim that trade facilities at TAFE colleges (operated by state governments) will deteriorate as funding is diverted to the ATCs. The union is also concerned that ATCs are supposed to be selective VET schools. According to the union they will have selective entry and preferential funding. It is feared that teachers will be lured away from schools and TAFE colleges to higher paid positions in ATCs.

The Education Union suggested that the government invest in schools that already offer vocational education programs.

IMF prepares to help Hungary and Ukraine

The International Monetary Fund (IMF) is preparing a series of loans to both Hungary and Ukraine as financial problems are hitting the two countries. Hungary has already received a €5 billion credit line from the European Central Bank (ECB). Ukraine is seeking a loan of up to US$14 billion.

The credit line to Hungary will be used to cover banks’ shortage of euros. Hungary has a severe debt problem with them posting an account deficit of €5.3 billion or 4.9% of GDP this year. As a result of this, Hungary is unable to find suitable credit to store up its supply of euros.

“We are in close dialogue with the Hungarian authorities and the EU to discuss further responses to the current challenges, including possible technical and financial support by the IMF”, said Dominique Strauss-Kahn, Managing Director of the IMF. “I have informed the authorities that the IMF stands ready to assist their efforts. We will provide technical assistance as needed and, in the context of a supportive policy setting, are ready to undertake [decisions] on possible financial assistance, responding rapidly.”

Ukraine’s Finance Minister Viktor Pynzenyk met with an IMF team on Thursday. In a statement, Pynzenyk said “the parties discussed a situation of influence the world financial crisis had on the economy of Ukraine.” It is not yet known how much the IMF is expected to lend to Ukraine but it is expected to be between $3 billion to $14 billion. It is also not known what type of conditions might be placed on the loan.

In addition to financial uncertainty, Ukraine is suffering from political turmoil with the current President, Viktor Yushchenko, calling a snap parliamentary election for December. The Prime Minister, Yulia Tymoshenko, has made moves to stop the election. Ukraine’s yearly trade deficit has increased by almost $7 billion since last year.

The credit line by the European Central Bank is the first time publicly that it has extended help to countries other than the 15 that make up the Eurozone.

According to Reuters, Hungary might be able to start the process of joining the euro quicker then expected. Currently, Hungary is on track to join the euro in 2011 or 2012, but if sped up, it is possible it could join as early as 2010. This might protect Hungary from further financial problems.

Wikinews interviewed author Amy Scobee about her book Scientology – Abuse at the Top, and asked her about her experiences working as an executive within the organization. Scobee joined the organization at age 14, and worked at Scientology’s international management headquarters for several years before leaving in 2005. She served as a Scientology executive in multiple high-ranking positions, working out of the international headquarters of Scientology known as “Gold Base”, located in Gilman Hot Springs near Hemet, California.

I have a fabulous collection of ladies handbags, traveling bags, wallets and many more leather bags in my shop which is situated in one of the biggest mall of the town. The camera was switched on and it started its work. All the actions of every day’s work were being recorded in the spy camera. Then after a few days finally I got the pictures which were clearly pointing who the culprit was. It was one of my regular customers who would very frequently visit my shop and sometimes he would sit for hours in my shop simply gossiping with everybody. When all the other employees were busy attending the customers, his pictures were captured in the camera while he was replacing some of the cheaper quality bags with the good ones. Now I understood why this man would very often come to the shop and sit for hours simply wasting the time and it true that my friends were constantly advising me that we should never trust anybody and that we should try to take care of our belongings with utter attention. Now this man was handed over to the police along with the proof and I was happy that finally I started using the spy camera so that I can save my surroundings from disturbances even in future.

Law will delay University of Minnesota strike

A law was passed that will prevent clerical, technical and health care workers from striking when the University of Minnesota students return to classes on Tuesday, however, the new law makes no guarantee about workers striking on Wednesday.

According to Jan Johnson, with the Minnesota Bureau of Mediation Services, both sides do wish to avoid a strike if at all possible.

The American Federation of State, County and Municipal Employees have filed for a ten-day notice to strike, however, the ten-day notice to strike law requires that the tenth day of the cooling-off period fall on a day other than a Saturday, Sunday or a holiday, thus, Labor Day Monday is out of reason. A strike, therefore, would not be possible until at least Wednesday, the second day of classes.

U.K. doctors successfully transplant a beating heart

British doctors have successfully transplanted a beating heart into the chest of a 58-year old man, the first operation of its kind in the United Kingdom.

The “trial” surgery was performed at Papworth Hospital just outside of London, England in Cambridge. The operation could be “equivalent if not superior” to the current transplanting methods, doctors said. The method has only been performed two other times, in Germany.

Usually hearts would be injected with potassium, which stopped the heart from beating, after which it would be covered with ice. This put the heart in “suspended animation” but gave doctors only a six-hour window to examine and transplant, doctors said.

“Normally the heart is in suspended animation but they still start to deteriorate,” said Professor Bruce Rosengard, head of the team of doctors who operated on the man.

The new method involves connecting the heart to a machine that pumps warm, oxygen enriched blood through the heart. The heart is able to keep beating with this method. The new process allows surgeons to look more closely and longer at the heart for any signs of damage. It also allows them to find a match for whoever may need it.

“Once hearts are hooked up to the device, which takes about 20 minutes, any deterioration is fully reversed. If we look at resuscitating hearts that are currently unusable, the number of transplants could be tripled or quadrupled,” added Rosengard. “The goal of this trial is to demonstrate that this is at least equivalent if not superior,” he added.

The director of transplants in the United Kingdom Chris Rudge also says that doctors are working on using the same new method with different human organs.

“In the longer term it is not just hearts that can be handled by such systems but other organs too, particularly the liver,” said Rudge.

The 58-year old man is doing “extremely well. At his exam one week after the operation, all his functions were absolutely normal,” Rosengard said.

At least 19 more operations are planned in the U.K. and in Germany.

A New Approach To Expatriate Pay In 2009

The challenges of ensuring expatriates are paid fair salaries across different countries, in the current economic climate, of the credit crisis together with rapid currency and inflation fluctuations are increasingly complex.

The current economic climate has made it necessary to constantly review expatriate salaries. Rapidly fluctuating exchange rates and inflation can increase or decrease the amount of salary paid, and significantly impact purchasing power both positively and negatively in a very short period of time. The approach many organizations have taken is to convert a spendable percentage (typically 60%) of the expatriate’s salary into the host country currency on a monthly basis and to provide non-cash benefits such as accommodation, transport, education of children etc. This can result in employers paying too much or too little salary in these volatile times.

Too Much: The expatriate experiences short-term upside, as a result of a change in the exchange rate. A fall in the value of the host country currency against the home country currency, without an increase in the prices of goods and services in the host country, results in the expatriate having increased purchasing power. It may appear for a while that all is well. The expatriate has an unexpected windfall. A wise expatriate will save this windfall knowing that the situation will not be permanent. Either the exchange rate will adjust back to where it was or prices and inflation will begin to increase until economic equilibrium is achieved. The reality is, that in the short-term the employer will be faced with increased overall salary costs, and will eventually have to deal with disappointed expatriates when the trend inevitably reverses itself and their purchasing power drops again to realistic levels.

Too Little: The expatriate experiences short-term downside as a result of a change in the exchange rate. An increase in the value of the host country currency against the home country currency, without a decrease in the prices of goods and services in the host country, results in the expatriate having reduced purchasing power. This is when the employer faces complaints from expatriates unable to make ends meet. Prices of goods and services have remained the same in the host country but as a result of the change in the exchange rate, the expatriate receives less salary in local currency. In the long term either the exchange rate will adjust back to where it was, or prices and inflation will begin to decrease until economic equilibrium is achieved. The reality is that in the short-term the employer will be faced with decreased overall salary costs and will have to deal quickly with unhappy expatriates.

Clearly the approach on converting a portion of the salary into host country currency on a monthly basis does not work any more.

The expatriate compensation questions that employers must consider:

-What amount of salary will ensure that the expatriate will have the same purchasing power overseas as they have at home?

-What process / tool will be used to ensure the salary retains its purchasing power when inflation and exchange rates change?

New Approach: The ideal approach is for the employer to decide on a process / tool that establishes and maintains the expatriate’s salary purchasing power. The Salary Purchasing Power Parity (SPPP) approach is one such approach and involves the following steps:

-Committed Salary: Decide what amount / portion of the current salary (in home currency) will remain in the home country to meet committed expenses such as mortgage commitments, retirement funding, savings etc.

-Home Gross Spendable Salary: Establish what amount / portion of the current salary (in home currency) is spent in maintaining the expatriates current standard of living / lifestyle. What will the expatriate need to spend their salary on in the host country? For example will accommodation be provided or will the expatriate pay rent, will healthcare be provided etc.

-Home Net Spendable Salary: Establish the net spendable salary by deducting the amount of tax, social contributions and any other statutory deductions applicable in the home country to the Home Gross Spendable Salary.

-Host Net Spendable Salary: Use the established amount of Home Net Spendable Salary in home currency, to calculate the amount of Host Net Spendable Salary required in the host country, in order for the expatriate to have the same amount of purchasing power as they have in their home country. The calculation comprises 4 factors:

1) The difference in the cost of living index for the same basket of goods and services between the home and host country applicable for the spendable salary.

2) The difference in hardship that the expatriate and their family are likely to experience.

3) The exchange rate between the home and host country.

4) The Net Spendable Salary

-Host Gross Salary: The Host Net Spendable Salary is ‘grossed up’ by the amount of tax, social contributions and any other statutory deductions applicable in the host country, to establish the host gross salary that will provide the expatriate with the same standard of living as they had in their home country.

The Host Gross Salary is established in local host currency. As a result it is no longer subject to changes in the exchange rate. Over time the salary may be eroded by local inflation which will be reflected in the cost of living indexes. It is recommended that the Host Gross Salary be reviewed on a quarterly basis, to monitor the impact of any change in cost of living and the exchange rate.
